WHISTLEBLOWER ……… UPDATE …IMPORTANT / PRIORITY NOTICE…..

It is regrettable that once again I find myself writing to clarify a current situation which by perception, total lack of investigation, misrepresentation, and misinformation, has connotations that could be unnecessarily and unwarrantedly damaging to the OITC.

I am referring back to the 25^th October 2010 in respect of an article referring to ARP-OITC Co. Ltd., of Phnom Penh, Cambodia, for which recent and subsequent developments appear to be automatically associating this company (ARP-OITC Co.Ltd) with the OITC which is a “Sovereign Entity” and “International Institution”.

I will explain for the benefit of all readers, so please bear with me.

ARP-OITC is a private limited company and NOT legally related to the OITC in any form. It is a private company that has Dr R. C. Dam, the person, as a shareholder / Director, along with Dr. Soush Saroeun, who appears to be a relative of Dr. R. C. Dam. The use of the OITC name within the company name (ARP-OITC Co.Ltd.) is extremely unfortunate and actually unlawful, even though Dr. R. C. Dam is connected but only as an individual, and not in his role as the Chairman of the Office of International Treasury Control.

There is no legal connection, nor can there ever be, between this company, ARP-OITC Co. Ltd. and the OITC, the latter of which is a “Sovereign Entity” and “International Institution” as agreed and assented to by the Nations of the World.

It has been revealed to us that Dr. Soush Saroeun and Dr. R. C. Dam were arrested on Saturday 18^thDecember 2010, and appeared in court on Monday 20^th December charged with fraud and forgery, which was relative only to the activities of ARP-OITC Co. Ltd, which derive from high level disputes over a parcel of land on the outskirts of Phnom Penh, Cambodia, in addition to some claimed financing disputes. As such actions, although apparently criminal in nature, have nothing whatsoever to do with the OITC, we are not involved and therefore have no details as to the actual case. This is a matter strictly applying to Dr. R. C. Dam, the individual person, and Dr Soush Saroeun. It does not apply to the OITC.

Dr. Soush Saroeun also claims that he is a member of the OITC Council for the Cabinet, which is highly disputed because I am unreservedly informed that no notification to other members of the Council for the Cabinet has ever been made, and no minutes of such an appointment exists within the administrative records of the OITC. This is yet another confusing factor that under people’s perceptions has wrongly linked the ARP-OITC Co.Ltd. operation to the OITC

Unfortunately there has been an automatic, but unwarranted and unsubstantiated, link to the OITC, as was equally seen with the Lord James Speech in the House of Lords, UK on 1^st November 2010; which derives from people’s perceptions and possibly what has previously and publicly been implied by the Managers of ARP-OITC Co.Ltd.

For the sake of clarification I will repeat the fact that ARP-OITC (The Company) is NOT CONNECTED IN ANY LEGAL FORM TO THE OITC (A Sovereign Entity and International Institution).

It is highly evident and relevant to this issue, that the OITC offices in Thailand have not been raided by the Police / Interpol, has not been visited by the Police / Interpol and no person whether any Senior Officer of the OITC or staff have been interviewed by the Police / Interpol, or have been notified of any pending actions by the Police / Interpol.

As we have nothing to hide from any Law Enforcement Agency, we would welcome any visit or even raid, if appropriate. It is therefore reasonable, comfortable, and legally responsible of us, based upon our knowledge and the actual legal situation, to state that this ARP-OITC Co. Ltd, has nothing to do with the OITC whatsoever, and should not be considered and construed as a legal part of the OITC or even connected to the OITC in any other manner.

In Law Enforcement Terms raids and arrests are not made in one office without actually raiding all other known offices for the purpose of gathering information / evidence.

The local Law Enforcement Agency, who we are fully aware of, have confirmed to us, as of late yesterday afternoon, that we are not under investigation and that there are no orders or warrants issued in respect of the OITC as the incident is not connected to the OITC, Such actions are only related to Dr. Dam as an individual person being a claimed part of the ARP-OITC Co.Ltd.

Since Monday the 20^th December, 2010 we have also received numerous inquiries from persons who are, or have had dealings with Mr Keith Scott, who claims he is still part of the OITC. Such inquiries question the legitimacy of Keith Scott and his connection to the OITC.

Keith Scott left the OITC, in a hurry I add, in March 2008, but has persistently informed persons that he was still a part of the OITC retaining his position as Chief of the Council of the Cabinet. When he left, Scott neither informed Dr. Dam nor any other Senior Officer of the OITC of his departure until he arrived at his flight destination.

Keith Scott is also implicated within the incident at Chaisse, Italy (1^st June 2009) when Yamaguchi and Watanabe attempted to smuggle stolen Bonds and Certificates belonging to the Collateral Accounts across the Italian border into Switzerland, for which they were caught and charged. They did not appear at their initial trail having fled Italy back to from whence they came, being Japan.

Also connected to this was Neil Keenan who was an associate of Yamaguchi, who having a similar amount of Bonds and Instruments in his possession, passed to him by Yamaguchi, became totally scared that he would face the same fate of arrest and subsequent imprisonment as Yamaguchi and Watanabe. He subsequently got scared and passed these Bonds and Certificates to a young Italian Financial Consultant working in Switzerland.

It should also be remembered that I have posted before the names of others involved with Neil Keenan, being Bill Clinton, Gen, Keith B, Alexander, Gen. Jack Myers, and Benjamin Fulford. All this information was passed to the Law Enforcement Agencies at the time. There was one other piece of valuable information that I did not reveal at the time because it was not available to me then, but is available now. This information was also passed to the Law Enforcement Agencies prior to receipt by myself.

The information I refer to is a communication, or a specific section of this communication, from Yamaguchi to the young Italian Financial Consultant and copy to Neil Keenan, dated 25^th June 2010 timed at 17.54.34 hours. The relevant section is copied below:-

YOUR FRIEND MR. SALLE IN THAILAND WILL ABANDON YOU WE GUARANTEE YOU THIS, AS WE HAVE AS ONE OF OUR ADVISERS SOME-ONE THAT HAS ASSOCIATED WITH RAY C.DAM, FOR SOME SEVENTEEN YEARS, AND HE AS HE CALLED HIMSELF AN ENVOY FOR NINETEEN YEARS, UNTIL SALLE REPLACED HIM, WE ARE NOT IL INFORMED.

For people to understand the relevance of this information it is necessary for me to explain that there were only two (2) Envoys appointed by Dr. Dam. One was Keith Scott who had been with Dr. Dam since Dr. Dam’s appointment 15 years ago. The other was David A. Sale who was appointed Global Envoy from his position as Global Emissary, in the second half of 2009.

David A. Sale is still with the OITC and carrying out his duties to the immense satisfaction of all concerned, as clearly indicated within all the written accolades from Dr. Dam and others, and with tremendous respect from all involved, including clients.

Keith Scott has not been with the OITC since March 2008. The above statement by Yamaguchi is therefore revealing to say the least, as Yamaguchi’s stated advisor can only be Keith Scott, which the Law Enforcement authorities did not take too long to confirm

The Chaisse, Italy incident in 2009 just amplified, and exposed, the extent of fraud against the Collateral Accounts. It also exposed many others involved whether those claiming to still be connected to the OITC, or those at the high levels of the American Government, or Government Authority, as well as bankers, and lawyers.

It was the straw that broke the camels back and led investigators, which involves Interpol, into many more areas involving the above persons in satellite fraudulent operations, hence why there are so many activities currently being operated by the Law Enforcement Agencies throughout the world.

Some of those persons deeply involved are now known to us, beings lawyers, bankers, brokers, in the main, with occasional unidentified names coming into the picture.

The ARP-OITC Co. Ltd. operation is just another small operation unlawfully representing it is part of the OITC, a Sovereign Entity and International Institution, for which, as stated above, there is no legal connection to the legitimate OITC organization whatsoever, even though there may be an individual connection through Dr Dam as an individual person and in his own right.

Legally these are two completely separate entities and should not be considered or construed as being the same, or even being connected This is where the Press are totally irresponsible by making such an unwarranted and unsubstantiated statement of connection, and sensationalizing a story so that they can sell their newspapers and gain income. We refer to this as “Gutter Press’ and certainly not worthy of reading.

Additionally, the specific newspaper, the Phnom Penh Post, can not even get the photograph correct in relation to their comments relative to the photograph, which states that the photograph shows Dr Dam walking outside the Municipal Court. The person in the photograph is NOT Dr. Dam, who at 60 + would look a lot older than a late 30’s person.

Are these newspapers so desperate to sell their papers that they have to lie and deceive people with mistruths, conjecture, suppositions, and misinformation?

This newspaper, the Phnom Penh Post was advised back in October 2010 (the 10^th October to be precise), by this office via their reporter Lucy Jordan, regarding their incorrect association or non-relationship of the ARP-OITC Co.Ltd to the legitimate OITC organization. Obviously, they (The Newspaper, its Editor, and Lucy Jordan), prefer to ignore the real and legal situation in favour of falsities to sell their newspaper, which now has very little credibility and may yet face defamation charges.

As a result of all of this, and there is much that we can not reveal yet as it is still subject to many investigations and in some cases judicial decisions, there will be substantial changes whereby it is now fully expected that the OITC will be reorganized.

Furthermore, all appointments made by Dr. Dam or Keith Scott, as of Tuesday the 21^st December, are suspended and will be reviewed in due course. Many will not be reappointed. Appointment certificates and identity documents will now be changed to prevent any fraudulent activities or unauthorized use at any future date.

Should anyone wish to inquire on the subject of their apparent appointment(s), or check the authenticity of any appointment, such inquiries should be made directly to the office in Thailand. This can be made / undertaken on / to email addresses intl.finance@unoitc.org , orDasale.ITC@gmail.com. All inquiries should be in written form and contain definitive details with clean colour copies of any Appointment / Identity documents attached thereto.

In the meantime, no one, whether Government, Corporations, or Individuals, should rely upon assumed authentication / verification of any documents, whether appointment documents, identity documents, or otherwise that bear the name of the OITC, or imply authorized connection / association to the OITC.

The Alphabet Boys appear to jumping all over this latest, but unfortunate, incident in Phnom Penh, Cambodia, and making sure that they use it to further discredit the OITC.

Sorry boys, you will not succeed in your action no matter how hard you try. You are already on the losing side which you may find out sooner rather than later.
